Armenia should not only consume technology: it should build for the next wave

There is a version of Armenia's technology future that looks like success but isn't.
In that version, Armenian engineers are employed by foreign companies. Armenian universities produce graduates who leave. Armenian startups get acqui-hired before they scale. The country becomes a well-regarded source of talent and a reliable location for outsourced work — and the value created by Armenian minds compounds somewhere else.
That version is better than many alternatives. It's not what I'm arguing for.
The distinction I want to draw is between consuming technology and building it. Between being a market for someone else's platform and owning the platform. Between producing talent that other ecosystems absorb and building the ecosystem that absorbs talent from elsewhere.
Small countries face this choice constantly, and most of them make it by default rather than by design. I think Armenia is at a moment where design is still possible — where the choice can still be made deliberately, with enough time to act on it. That window doesn't stay open forever.
What "building" actually means
I want to be specific, because "Armenia should build technology" is easy to say and hard to act on, and the gap between the sentiment and the execution is where most of these conversations die.
Building technology means Armenian companies owning intellectual property that the world pays to use. It means Armenian research institutions producing foundational work that commercial technology builds on. It means Armenian founders raising capital from international investors — not because Armenia is cheap, but because the technology is valuable. It means exits that return capital into the ecosystem rather than out of it.
I've been through this cycle several times. Virage Logic, which I co-founded in 1996, developed embedded memory IP for System-on-Chip designs. When Synopsys acquired the company, they were buying the technology we had built—IP that had become essential infrastructure for semiconductor design globally—not the team alone. Not the relationships. The technology.
That's what ownership looks like. And the difference between that outcome and a company that provides good engineering services to foreign clients is not small. It's a structural difference in where value accumulates and who controls the next decision.
The talent argument has limits
Armenia's technical talent is real. I don't want to understate it — the mathematical and scientific tradition here is deep, and the quality of engineers coming out of Armenian universities is genuinely high relative to the size of the country.
But I've heard "Armenia has great talent" used as a complete sentence too many times, and it isn't one. Talent is an input. What matters is what the system does with it.
Right now, the system does several things with Armenian talent. It sends a significant portion of it abroad — to Russian tech companies, to European engineering teams, to American startups that recruit aggressively from the local university pipeline. It employs another portion in outsourcing and services work for foreign clients. And it supports a smaller portion in building Armenian companies, some of which are genuinely interesting and some of which are still too small and too locally focused to matter at the scale the country needs.
The third category needs to grow dramatically. And growing it requires things that aren't currently present at sufficient scale: patient capital that understands long technology development cycles, experienced mentors who have actually built and scaled companies rather than just advised them, university-to-company pipelines that move ideas into products rather than into journals, and a market strategy that treats international customers as the primary target rather than an aspiration.
Talent without system produces smart people who leave. System without talent produces mediocre companies. Armenia has the talent. The system is the work.
The diaspora has been playing the wrong role
I'm part of the diaspora. I've contributed to Armenia in various ways over the years — through Virage Logic's Yerevan office, through Alexandrea Winery, through participation in various initiatives I believe in. I don't say what follows as criticism from a distance. I say it because I think the diaspora, including me, can do more and do it differently.
The dominant mode of diaspora engagement with Armenia is philanthropic and emotional. We donate to earthquake relief. We fund cultural preservation. We show up when there's a crisis. We feel the pull of identity and ancestry, and we respond to it with generosity, which is genuinely good and genuinely not enough.
What's mostly missing is the diaspora as a systematic investor and ecosystem builder.
There are Armenians running venture funds in the Bay Area, in New York, in London, in Dubai. There are Armenian executives at every major technology company in the world. There are Armenian researchers at the leading AI labs, the top semiconductor companies, the frontier biotech institutions. That network, if organized with intention, is worth more than any government incentive program Armenia could design.
What would it look like if fifty Armenian-origin technology investors committed to sourcing one deal per year from inside Armenia? What would it look like if the executives in that network spent one week per year in Yerevan — not at a conference, but embedded with early-stage companies, doing the kind of mentorship that comes from actually looking at the work? What would it look like if the diaspora built a co-investment vehicle specifically for Armenian deep technology companies, with GPs who have the credibility to bring international LPs along?
These things don't require inventing a new model. They require adapting a model that works everywhere else to a community that has the assets to pull it off.
Where Armenia has a genuine right to compete.
I'm not arguing that Armenia should pursue technology in general. General is not a strategy. I think there are specific domains where Armenia has a defensible position — where the existing talent base, the research tradition, and the diaspora network create an advantage that isn't just aspiration.
Semiconductor design and IP is the obvious one. Virage Logic proved it was possible. The talent to do it at a sophisticated level still exists here within Synopsys, Cisco, and Siemens. The global semiconductor industry is in a period of significant restructuring driven by geopolitics and supply chain concerns, and there is active demand for trusted sources of high-quality IP and design services that are not located in China or dependent on Chinese infrastructure. Armenia is geographically and politically positioned to be part of that story if it moves with intention.
AI and machine learning research is another. The mathematical tradition is real, the younger generation is genuinely engaged with the field, and the tooling available to researchers anywhere in the world has never been more accessible. What's needed is the institutional infrastructure — research labs with serious funding, connections to international academic networks, and pathways from research into commercial applications.
Cybersecurity is a third area worth serious attention. The threat landscape is expanding faster than the supply of qualified people who can address it. Armenia has the technical training culture that produces the kind of systematic, rigorous thinkers that the field requires. And cybersecurity is a domain where geography matters less than capability — you can protect infrastructure anywhere in the world from anywhere in the world.
These aren't the only options. But the point is to choose with seriousness, build the ecosystem around the choice, and resist the temptation to claim expertise in everything simultaneously.
The window
The next major wave of technology is already forming. Artificial intelligence is being embedded into every industry. Quantum computing is moving from theoretical to applied faster than most people expected. Synthetic biology is beginning to deliver on promises that seemed distant five years ago. New energy systems are restructuring geopolitical and economic relationships that have been stable for decades.
Each of these waves will produce winners and losers at the country level, not just the company level. The countries that positioned themselves in the infrastructure of the wave — that built the IP, trained the researchers, created the companies, developed the standards — will capture value for decades. The countries that waited until the wave was visible to everyone will find themselves buying what they could have built.
Armenia has about five years to make meaningful choices about which side of that line it wants to be on. Maybe ten. Not twenty.
I've spent thirty years watching technology waves arrive. The early stages always look the same: a small number of people doing difficult work that most of the world doesn't understand yet, in an environment that is not yet rewarding them adequately for it. The question Armenia faces is whether it wants to be one of those places where the difficult early work happens.
It can be. The ingredients are there. But ingredients don't become an industry by sitting next to each other. Someone has to do the cooking.
